Nigel N.T. LI (President) / 李念祖 (院長)

Nigel N. T. Li received LL.M. degrees from Harvard in 1983 and National Taiwan University in 1980, after obtaining an LL.B. degree from Soochow University in 1977.  In addition to his role as a practicing attorney specializing in dispute resolution and arbitration, media law, human and civil rights, international litigation and constitutional law, he is also an adjunct professor at both the Graduate School of Law of Soochow University and the Department of Political Science of National Taiwan University.  He teaches Constitutional Law, Human Rights, ADR and International Arbitration.
Serving as Chairman of the Chinese Arbitration Association, Taipei from 2007 to 2014, Nigel has made considerable effort in raising the quality of transnational arbitration and has contributed greatly to cross-strait and international exchanges.  At the same time, he is also registered as an arbitrator of The Chartered Institute of Arbitrators, the Hong Kong International Arbitration Centre and the China International Economic and Trade Arbitration Commission.
Over the years, Nigel has dedicated himself to pro bono work.  He was President of the Taipei Bar Association and sits on the Board of the Judicial Reform Foundation.  His determination to preserve human rights and justice has led to his ardent involvement in numerous cases applying for the Grand Justices' interpretation of the Constitution and his appointment as a Member of the Presidential Advisory Committee on Human Rights.
李念祖律師畢業於東吳大學法律系,並取得台灣大學法學碩士及美國哈佛大學法學碩士,集律師、大學教授及仲裁人等三種身份於一身。專長於爭議調處、跨國仲裁、大眾傳播、商業訴訟、憲法訴訟與人權保障。
李念祖律師為理律法律事務所合夥律師,前後於事務所所訴訟部及公司投資部服務,熟悉民、刑訴訟、仲裁、調解、異議申訴等程序,不僅於榮工處北二高工程及北宜公路工程等之仲裁與訴訟、福益保險仲裁、洛克希德/民航局工程契約訴訟等均有成功訴追及辯護之豐富經驗,並曾負責高鐵ICC仲裁等社會矚目案件,深獲客戶信賴。
李念祖律師於東吳大學法研所講授研究方法與法律論文寫作、憲法(含政治學)及台灣大學政研所講授言論自由與憲法解釋專題,長期致力於培育下一代法學菁英。
李念祖律師曾任仲裁協會理事長一職,致力於提升大眾對工程仲裁品質與公正性之信賴,尤其對兩岸事務、國際交流,貢獻良多。
李念祖律師長期投入公益事務,曾任台北律師公會理事長,擔任民間司法改革基金會董事,曾參與戶籍法第八條(捺指紋換領身份證)釋憲、耶和華見證人信徒拒服兵役聲請釋憲等案,為實現公平正義而努力,並應邀擔任總統府人權諮詢委員會委員。

Ning FEI (Vice President) / 費寧 (副院長)

Mr. Fei Ning is the managing partner of Hui Zhong Law Firm. He specializes in commercial litigation and arbitration and has represented clients in hundreds of commercial litigation cases before PRC courts at various levels up to the Supreme People’s Court.
He sits as arbitrator of China International Economic and Trade Arbitration Committee (CIETAC), Shenzhen Court of International Arbitration (SCIA), International Court of Arbitration of the ICC (ICC Court), Hong Kong International Arbitration Centre (HKIAC), Singapore International Arbitration Centre (SIAC), Korean Commercial Arbitration Board (KCAB), and a council member at HKIAC. He has participated in arbitral proceedings administered by ICC, HKIAC, SIAC, SCC and LCIA as arbitrator, counsel or expert witness.

Stephan WILSKE (Vice President) / 韋德方 (副院長)

Stephan studied at the Universities of Tübingen, Aix-en-Provence (Maîtrise en Droit 1986) and Chicago (LL.M.; Casper Platt Award 1996). He was admitted to the German bar in 1997 and has been a partner at Gleiss Lutz since 2002.
He was admitted in New York in 1997, to the U.S. Court of Appeals for the Federal Circuit in 2007, to the U.S. Supreme Court in 2009 and to the U.S. Court of Appeals for the Second Circuit in 2010. Stephan has been an international advisor to the Korean Institute of Technology and the Law (KITAL) since 1999, Advisory Committee Member of the Swiss Arbitration Academy (SAA) since 2008, Senior Committee Member of the Contemporary Asia Arbitration Journal since 2009, International Correspondent (Germany) of the Revista Român? de Arbitraj (Romanian Arbitration Review) since 2009 and a member of the Editorial Board of ARBITRATION – The International Journal of Arbitration, Mediation and Dispute Management (since 2018). He has also been a member of the SIAC Users Council since 2016. Stephan has been a lecturer at the University of Heidelberg since 2008. In Spring 2010, he was a Visiting Professor at the National Taiwan University College of Law.
He is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and of the Asian Institute of Alternative Dispute Resolution (AIADR). He is a member of the Expert Panel of Neutrals of the Mediation and Conciliation Network (MCN) India and of the American Law Institute (ALI). Anselmo REYES / 芮安牟

Anselmo Reyes practises as an arbitrator.  He was Professor of Legal Practice at Hong Kong University from October 2012 to September 2018.  Before that, he was a judge of the Hong Kong High Court from 2003 to 2012, when he was in charge of the Construction and Arbitration List (2004 to 2008) and the Commercial and Admiralty Lists (2008 to 2012). He was Representative of the Hague Conference on Private International Law's Regional Office Asia Pacific from April 2013 to July 2017.  He became an International Judge of the Singapore International Commercial Court in January 2015.
芮教授在哈佛大學取得經濟學學位,其後在劍橋大學取得法律博士資格。
芮教授2012到2018年 , 在香港大學任教。 2003到2012年,他在香港高等法院主審建築和仲裁,海事和商業案件。芮教授在1986年在香港取得大律師資格,並在2001年獲得法院委任為資深大律師。 
2013到2017年 , 芮教授獲委任為海牙國際私法會議亞太區代表。  2015年,芮教授獲新加坡國際商業法庭委任為法官。

Bing CHENG / 程冰

Bing Cheng is a founding partner of Beijing Anjie Law Firm. She received a PhD law degree from China University of Political Science and Law, a LLM degree from University of Pennsylvania, a LLM degree from Ritsumeikan University in Japan. She was also legally trained under common law system at the College of Law in the United Kingdom.
Ms. Cheng's practice areas focus on a broad range of international practice including intellectual property, international arbitration and litigation. She is admitted to People's Republic of China and the State Bar of New York. She is also an arbitrator of the China International Economic and Trade Arbitration Commission as well as the Arbitration Center Across the Straits. She is a Chinese native speaker and fluent in English and Japanese.
程冰是北京安傑律師事務所的創始合夥人。她擁有中國政法大學法學博士、美國賓夕法尼亞大學法學碩士、日本立命館大學法學碩士學位。她還曾在英國的College of Law進行過專門的普通法培訓。

Chang-fa Lo / 羅昌發

Professor Lo was Justice of the Constitutional Court of the ROC (Taiwan) (2011~ 2019). He was Chair Professor and Lifetime Distinguished Professor at National Taiwan University (NTU); Dean of NTU College of Law; Director of Asian Center for WTO and International Health Law and Policy of NTU College of Law (ACWH); Director of Center for Ethics, Law and Society in Biomedicine and Technology of NTU; Commissioner of Taiwan’s Fair Trade Commission; Commissioner of Taiwan’s International Trade Commission; and legal advisor for Taiwan’s GATT/WTO accession negotiations. In his capacity as the Director of ACWH, Professor Lo launched two English journals “Asian Journal of WTO and International Health Law and Policy” (SSCI-listed) and “Contemporary Asia Arbitration Journal” (ESCI-listed) in 2006 and 2008 respectively. In his capacity as Dean of NTU College of Law, he also launched an English journal “NTU Law Review” (TSCI-listed). Prior to his teaching career, he practiced law in Taipei. He was appointed by the WTO Director General as panelist for two WTO disputes (DS332 Brazil — Measures Affecting Imports of Retreaded Tyre in 2006 and DS468 Ukraine — Definitive Safeguard Measures on Certain Passenger Cars in 2014), and as a member of the Permanent Group of Experts in 2008. He was chairman (2013-2019) of the Asia WTO Research Network (AWRN). He received his SJD degree from Harvard Law School in 1989. He is author of 13 books, editor of 8 books, and author of 117 journal papers and book chapters. He received an Outstanding Scholarship Chair Professorship Award (2006.08-2011.07; by the Foundation for the Advancement of Outstanding Scholarship) and a National Chair Professorship Award (2001.08-2004.07; by the Ministry of Education, Taiwan) in recognition of his scholarly achievements. His fields include international economic law, WTO, competition law, treaty law, human rights, international health law, and international arbitration, among others. He used to practice law and has served in many local and international arbitration and mediation cases as arbitrator, mediator or expert witness.

羅教授曾任大法官(2011~2019)、臺大講座教授、特聘教授、法律學院院長、法律學院WTO暨國際衛生法與政策研究中心(ACWH)創立主任、臺大生醫與科技倫理法律社會中心創立主任、公平交易委員會委員、貿易調查委員會委員、我國加入WTO法律顧問。在擔任ACWH主任期間,他開創兩份英文期刊Asian Journal of WTO and International Health Law and Policy (為SSCI期刊)及Contemporary Asia Arbitration Journal;在擔任法律學院院長期間,開始發行該學院英文期刊 NTU Law Review。
羅教授曾分別在2006及2014年為WTO秘書長任命為兩件WTO會員國間爭端案的panelist(DS332 Brazil — Measures Affecting Imports of Retreaded Tyre及DS468 Ukraine — Definitive Safeguard Measures on Certain Passenger Cars);在2008被WTO任命為補貼協定常設專家(Permanent Group of Experts)成員;2013至2019年擔任Asia WTO Research Network(涵蓋17個亞太國家及地區)主席。

James C.C. KU / 古嘉諄

Mr. James C.C. Ku, LL.M., National Taipei University (previously known as National Chung-Hsing University). He has been practicing in the fields of civil law, corporations, contract, international trade, arbitration, mediation, investment and business in mainland China, bankruptcy, public construction projects and real estate matters. He was awarded as one of the “Leading Lawyers” and “Senior Statesmen” by Asialaw and Chambers & Partners- Asia-Pacific 2018 respectively.

In his more than 40 years’ practice, Mr. Ku has dealt with more than a thousand cases. 古律師從事律師工作四十多年來,經歷上千筆各類案件,具有豐富的法律專業知識,積累了純熟的實務經驗與能力,曾代理重大、複雜、跨國經濟案件的民刑事及行政訴訟、仲裁、調解和執行,並於1990年受臺灣臺北地方法院之選任為大型破產管理人。因為關心基本人權力求司法改革,因此在擔任台北律師公會理事長期間,更推動與高等法院合辦義務辯護律師制度。曾參加美國洛杉磯衝突管理學院 (Institute for Conflict Management,簡稱ICM) 40小時調解人訓練、司法院司法人員研習所「2008年種子調解委員調解業務研討會」調解人訓練、新加坡調解中心「調解:衝突管理策略研討會」調解人訓練; 擔任司法院司法人員研習所「2008年調解業務研討會」「調解僵局突破」講座、律師研習所律師職前訓練「律師參與調解、談判、法庭活動之溝通技巧與原則」課程講座。近幾年,則是負責推廣並引進ADR機制,更規劃將中華民國仲裁協會調解中心打造成國內的ADR中心。

Michael HWANG / 黃錫義

Dr Michael Hwang S.C. was educated at undergraduate and postgraduate levels at Oxford University where he was a college scholar by open competitive examination and prizewinner. He was called to the Singapore Bar in 1968, when he joined Allen & Gledhill, now Singapore's largest law practice. He became a partner in 1972 and retired from the firm at the end of 2002 after serving as Head of its Litigation and Arbitration Department for 10 years.
He served as a Judicial Commissioner (fixed term High Court Judge) of the Supreme Court from 1991 – 1992, and was appointed one of the first twelve Senior Counsel of the Supreme Court of Singapore in 1997.
On his retirement from Allen & Gledhill Dr Hwang established a boutique practice, mainly as an International Arbitrator  and Mediator with a selective advisory practice as Senior Counsel.
He has lectured and written extensively on international arbitration and mediation.  He is active in domestic and international disputes including investment treaty disputes (under ICC, UNCITRAL, LCIA, ICSID, PCA, AAA/ICDR, CAS, BANI, CIETAC, HKIAC, Swiss and SIAC Rules).  His arbitrations and mediations have involved disputes in more than 41 countries and hearings in 26 cities.
Dr Hwang's past appointments include: is a former Vice Chairman of the International Court of Arbitration of the International Chamber of Commerce (ICC), a former Vice President of the International Council for Commercial Arbitration (ICCA), a former member of the Permanent Court of Arbitration (PCA), a former Court Member of the London Court of International Arbitration (LCIA) and a former Trustee of the Dubai International Arbitration Centre (DIAC). He has also served as a United Nations Compensation Commissioner (adjudicating claims against Iraq arising from the First Gulf War) and a Vice-Chair of the International Bar Association's (IBA) Arbitration Committee as well as a Council Member of International Council of Arbitration for Sport (ICAS).  He is also on the Advisory Boards of the international arbitration institutions of Singapore and Hong Kong and a Board Member of the Swiss Arbitration Association.
His other past appointments include:
(a) having served as a Singapore's Non-Resident Ambassador to Switzerland (and is currently Singapore's Non-Resident Ambassador to Argentina); 
(b) a visiting Professor and later an Adjunct Professor at the National University of Singapore; and 
(c) President of the Law Society of Singapore. 
In 2010 Michael was appointed as the Chief Justice of the Dubai International Financial Centre (DIFC) Courts, having served as Deputy Chief Justice since 2005.  In 2014, he was appointed Head of the Dispute Resolution Authority (DRA) of the DIFC, having oversight of the DIFC-LCIA Arbitration Centre as well as the Academy of Law.
In 2014 he was conferred an Honorary Degree of Doctor of Laws (Hon LLD) by the University of Sydney and was made a Member of the Senior Common Room at Pembroke College, Oxford.

Peter THORP / 蘇秉德

Peter Thorp is an independent arbitrator based in Paris. He is a former partner of the law firm Allen & Overy LLP and was from 2005 to 2011 Managing Partner of Allen & Overy's Beijing and Shanghai offices before joining the firm's Paris office.  
Peter has substantial experience in dispute resolution matters, and has acted for a wide range of corporates and financial institutions in arbitrations seated in Asia, the UK and continental Europe. Peter has also acted on investment treaty arbitration matters related to China.  
Now a full-time independent arbitrator, Peter is on the Panel of Arbitrators of a number of arbitration institutions, including the Hong Kong International Arbitration Centre, the Singapore International Arbitration Centre, the Kuala Lumpur Regional Centre for Arbitration and CIETAC, China's largest international arbitration commission. He has acted as Sole Arbitrator, Co-Arbitrator and Chairman on a number of ICC, LCIA, CIETAC, HKIAC and SIAC arbitrations, as well as ad hoc arbitrations under the UNCITRAL Rules. 
Peter speaks (and writes) English, Mandarin and French and is qualified in England and Wales, Hong Kong, New Zealand and France.

Philip YANG / 楊良宜

Mr. Philip Yang has been a full-time arbitrator for well over 30 years, mainly in international trade, shipping and commercial disputes.  He has published/issued over 650 arbitration awards as a sole or co-arbitrator. Mr. Yang is the Honorary Chairman of the HKIAC, the member of the International Advisory Board of CIETAC, the member of the International Advisory Board of Asian International Arbitration Centre, the Committee Member of International Arbitration Committee of KCAB, the member of the General Committee of SCMA, the immediate past Vice-Chairman of the BIMCO Documentary Committee, the Past President of the APRAG, and the past Hong Kong Representative of ICC International Court of Arbitration. He has published many books and a lot of articles on international trade, shipping and arbitration related topics/matters.

Sally HARPOLE / 何蓉

Sally Harpole is an arbitrator, mediator and attorney, qualified to practice law in California and Hong Kong. From 1977, she advised clients on trade, investment and dispute resolution matters in the People's Republic of China. Sally has served on the governing council of the Hong Kong International Arbitration Centre (HKIAC), the Commission of the China International Economic and Trade Arbitration Commission (CIETAC) and the Executive Committee of the American Arbitration Association Board of Directors. She is listed on numerous arbitrator panels in Asia, Europe and North America and has served as arbitrator in over 120 international commercial arbitrations.  After 36 years in Asia, she is now based in San Francisco, where she serves as an arbitrator for complex commercial disputes.  She also is an Adjunct Professor at the UC Hastings College of Law in San Francisco.

Seung Wha CHANG / 張勝和

Seung Wha Chang is currently Professor of Law at Seoul National University (SNU) where he teaches international trade law and international arbitration, and serves as Dean for the School of Law SNU. He recently served for the World Trade Organization (WTO) as the Appellate Body Member from 2012 to 2016. Prior to this, he served on several WTO dispute settlement panels and was active as an international arbitrator for various renowned arbitral institutions. From 2009 to 2012, he was a Member of the International Chamber of Commerce (ICC) International Court of Arbitration.
Prof. Chang holds LL.B. and LL.M. from Seoul National University (SNU) School of Law; and LL.M. as well as a Doctorate in International Trade Law (S.J.D.) from Harvard Law School. He began his professional academic career at the SNU School of Law in 1995, and was awarded professorial tenure in 2002. He has taught international trade law at more than ten foreign law schools, including Harvard Law School, Yale Law School, Stanford Law School, New York University, Duke Law School, and Georgetown University. In 2007, Harvard Law School granted him an endowed visiting professorial chair title, Nomura Visiting Professor of International Financial Systems.
In addition, he previously served as a Seoul District Court judge, handling civil and criminal cases. He also practiced as a foreign attorney at an international law firm in Washington D.C., handling international trade matters, including trade remedies and WTO-related disputes.
He has published many books and articles in the field of international trade law and international arbitration in internationally-recognized journals. In addition, he presently serves as an Advisory Board Member of the Journal of International Economic Law (Oxford University Press) and the Journal of International Dispute Settlement (Oxford University Press).

Shilin HUANG / 黃璽麟

Mr. Huang is a partner in K&L Gates LL.P, whose practice emphasizes dispute resolutions, including commercial litigation and international arbitrations. He has extensive cross-strait litigation experience, including patent and commercial disputes.  He is listed on the panel of arbitrators of the Chinese Arbitration Association (Taipei) since 2000 and is listed on the panel of arbitrators of the Shanghai Arbitration Center (Shanghai) and a board member of The Culinary Institute of Taiwan. Before he joined K&L Gates, he worked for the Copyright Committee (later integrated into the Intellectual Property Bureau) and participated in the reform of the Copyright Act to comply with international standards before he left for private practice. He has also been invited to teach CISG at Tamkang University and appointed as a board member of Taiwan Sports Lottery Ltd.

Thomas G. TANG / 唐功遠

Mr. Tang has a great track record with dispute resolutions and commercial arbitration, he has handled hundreds of arbitration cases serving as either an arbitrator or as a representative for clients. Mr. Tang is very knowledgeable in IT systems, computer software, and technology services. He has consulted in many service contracts and negotiated in numerous multi-million dollar IT transactions.
